The Ministry of Railways has released an official notification whereby the rules have been regulated for recruitment to the Indian Railway Management Service (IRMS) Group A. The officers who will be appointed for the service have to serve anywhere in India or outside. Every officer who will be appointed has to serve two-year probation. However, the Controlling Authority may extend the probation period as per the orders and instructions of the Government of India. The chief highlights of the notification have been detailed below.
Pay Regulation
Whether it is the pay, pension, leave, increment or any other condition, such aspects are going to be regulated according to the Indian Railway Establishment Code Volume I and Volume II along with other relevant instructions of the Railway Establishment Manual.
Apex grade of posts with designations such as Chairman and Chief, Executive Officer, etc. will be having a pay matrix of level 17, wheres those of Senior Administrative Grade with destination such as Executive Director will be paid as per Level 14 of the 7th CPC. In comparison, Junior Time Scale grade posts, such as, Assistant Manager will be remunerated as per Level 10 (Rs. 56100-177500).
Service Maintenance
It has been mentioned that 50% of the vacancies in the grade of Junior Time Scale are going to be filled by the direct recruitment of the Civil Services Examination (CSE). This will also be based on the specified educational qualification and age limit. Other than that, 50% of the vacancies in the Junior Time Scale are going to be filled by promotion.
Deputation
The appointed officers are also liable to be sent on deputation to any other Central organization, State government, Union Territories, etc. This shall be carried out in spite of the rules mentioned in the official notification.

Disqualification
A person who has entered into or contracted a marriage with another person who has a living spouse shall not be eligible for appointment. Similarly, a person who despite having a living spouse, has entered into or contracted marriage with another person shall not be eligible for appointment. However, the Controlling Authority finds that such marriage is permissible then exemptions may be made.
Appointment Method
For a majority of posts, the recruitment shall be done on the basis of promotion. However, it’s only for Level 10 or Junior Time Scale that 50% of the vacancies are going to be filled by the direct recruitment of the Civil Services Examination (CSE).
The remaining 50% will be as per promotion. The Union Public Service Commission (UPSC) will be notified about the CSE recruitment from time to time. For levels that will be filled by promotion, the method of appointment shall be regulated and governed by the railway board’s Resolutions that will be issued from time to time along with the approval of the Appointment Committee of the Cabinet (ACC).
