Chief Minister performed altar of duty on the occasion of ‘Police Commemoration Day’ but paid tribute to the policemen who sacrificed their lives
Uttar Pradesh Chief Minister Yogi Adityanath ji paid tributes to the policemen who laid down their lives at the altar of duty on the occasion of ‘Police Memorial Day’ at Reserve Police Lines here today. He took the salute of the parade organized on the occasion and also received the condolence book. He expressed confidence that all the members of the State Police, working with full honesty, devotion to duty and public service, would cooperate in further strengthening the sense of security in the minds of the people of Uttar Pradesh.

The Chief Minister said that on the occasion of Police Commemoration Day, today all of us have gathered to pay homage to all the martyr policemen of the country. 04 brave policemen of Uttar Pradesh Police are among the martyrs who laid down their lives at the altar of duty in the year 2020-2021. Paying homage to all the martyred policemen, he said that this supreme sacrifice of the brave police personnel will continue to inspire us to move forward on the path of duty with full devotion, dedication and responsibility. While assuring the families of the martyred policemen of the state, he said that the state government would always be ready to take all necessary steps for their welfare with full sensitivity.
On this occasion, the Chief Minister announced a 25 per cent increase in their nutritious diet allowance for Inspector, Sub-Inspector, Chief Constable, Constable and Class IV personnel. He said that the State Government has also decided to increase the mobile SIM and increase the SIM allowance. In order to maintain law and order and peace and order within the state, to effectively curb various incidents and to reach the spot at the earliest, mobile sims are being provided to the personnel up to the constable, chief constable and sub-inspector posted on field duty of the civil police. And also announced to provide SIM allowance of Rs 2,000 annually to all these workers.

The Chief Minister said that a provision of Rs 15 crore has been made by the state government for the convenience of the police personnel appointed in various districts and units of the state and Rs 20 crore for their welfare. Rs 9 crore 15 lakh for settlement of 1,926 claims related to medical reimbursement of working and retired police personnel and dependents, Rs 48 crore 13 lakh for 403 cases related to medical reimbursement of more than Rs 5 lakh, 288 police personnel and their dependents for serious diseases. 11 crore 09 lakh rupees have been paid as an advance loan for treatment, 26 crore 15 lakh rupees have been paid as assistance to the dependents of 1,522 deceased police personnel insured under the life insurance scheme. Apart from this, payment of Rs 7 crore 15 lakh has also been made related to the treatment done by the police personnel and their dependents.
The Chief Minister said that along with the police personnel martyred in the line of duty by the State Government, the dependents of 527 martyred personnel serving in the Central Para Military Forces/Para Military Forces of other states and Indian Army and originally residing in Uttar Pradesh will be given Financial assistance of Rs 124 crore 24 lakh has been provided.
The Chief Minister said that the policemen have played a commendable role in controlling crimes, maintaining law and order, social harmony and especially in the safety of girls and women, considering their duties as paramount, night and day, even in the most difficult circumstances. . There has been a remarkable contribution of the state police force in conducting Prayagraj Kumbh-2019, Lok Sabha General Election-2019 and three-tier Panchayat General Election-2021 peacefully. Uttar Pradesh Police has always been ready to help the people of the state during the global pandemic COVID-19.

The Chief Minister said that on one hand the rules were strictly complied with by the police personnel in the form of Corona Warriors, on the one hand, a new example of service to humanity was also set by them. While performing their duty, the police personnel got infected with COVID-19, yet they continued to provide service. 37 police personnel died untimely due to corona infection while performing duty. 18 crore 50 lakh has been paid to their dependents through the District Magistrate of the district for the appointment of the deceased police personnel.
The Chief Minister said that on the occasion of Republic Day-2021 and Independence Day-2021, 04 officers and personnel were awarded ‘President’s Police Medal for distinguished services by the State Government to honour and boost the morale of the police personnel dedicated to their duties’, and 119 non-gazetted police officers and personnel have been awarded ‘Police Medals’ for meritorious services. A list of 784 names for ‘Utkrisht Seva Medal’ and 962 names for ‘Ati Utkrisht Seva Medal’ has been sent to the Government of India for Union Home Minister of the Ministry of Home Affairs, Government of India. ‘Mukhyamantri Uttrak Seva Police Medal’ has been awarded to 05 gazetted and non-gazetted officers and personnel. Apart from this, ‘Excellent Service Award’ to 95 non-gazetted police personnel and ‘Commendable Service Award’ to 402 police personnel by the Director-General of Police, Uttar Pradesh. With a view to encourage 767 gazetted and non-gazetted police personnel, the Director-General of Police has been awarded the Commendation Symbol- ‘DG Commendation Disc’.
Giving information about some important steps taken by the state government during the last one year with a view to increase the morale, efficiency and professional efficiency of Uttar Pradesh Police, the Chief Minister said that the process of direct recruitment on 49,568 posts of constable police will be done within one year. Out of this, the training of 15,501 recruits has started on June 28, 2021. Apart from this, the basic training of 1,080 recruits has also been started from September 02, 2021.

The Chief Minister said that 23,075 personnel have been promoted to various non-gazetted posts of the Police Department. The state government has announced a total of 9,534 posts including 9,027 posts of sub-inspector civil police, 484 posts of platoon commander and 23 posts of fire second officer in the police force as well as 1,329 posts of computer operator Grade-A in clerical cadre, 116 of radio workshop workers. The written examination for the posts, 1,300 posts of Radio Assistant Operator, 828 posts of Radio Head Operator, total 2244 posts and 238 posts of Sub-Inspector NP under the deceased dependent has been completed on September 05, 2021. The process of releasing the result of the written examination is in vogue. The Physical Efficiency Test is conducted by the UP Police Recruitment and Promotion Board for the recruitment of 580 posts of Sub Inspector Civil Police under the deceased dependent. The requisition has been sent to the UP Police Recruitment and Promotion Board for direct recruitment on 829 posts of sub-inspector civil police and 26,744 posts of constable police.
The Chief Minister said that by strengthening law and order in Uttar Pradesh, to inculcate a sense of security in the public and to create fear of law among criminals is the top priority of the present government. In order to increase the effectiveness and effectiveness of the police force, 71 new police stations and 45 new police outposts have been established in different districts. He said that the state police force has successfully kept peace and order and crime situations under control by successfully facing various challenges of law and order through better strategy and proper protective management. He said that all the important festivals, fairs, processions, visits of eminent dignitaries, political rallies, demonstrations etc. have been completed peacefully as a result of elaborate, strong and flawless security arrangements in the state. The Chief Minister said that the present government is working under the policy of zero tolerance towards crime and criminals. As a result, a total of 151 criminals were killed in encounters and 3,473 were injured during the period from March 20, 2017, to October 10, 2021, during the proceedings against criminals in various districts. In this action, 13 police personnel displayed valour and attained martyrdom and 1,198 police personnel were injured. He said that action has also been taken against 45,603 accused under Gangster Act and 657 under NSA to tighten the noose on criminals in the state. Effective action has been taken against 25 identified mafia and their gang members of the state. Under the UP Gangster Act and other rules, action has been taken to confiscate, demolish and release properties worth more than Rs 1,500 crore from illegal possession. This has sent a better message to society.
The Chief Minister said that the credit for instilling fear of law among the criminals goes to the strict legal action, comprehensive action plan and tireless work of the Uttar Pradesh Police. At present, there is no organized crime in the state who is roaming freely outside the jail. Such criminals have either been sent to jail or have been killed in police action in self-defence during the arrest. These police actions have strengthened the sense of security among all sections of the society especially women, girls, weaker sections and businessmen. He said that due to the commitment of the State Government and the coordinated efforts of the police force, an atmosphere of communal harmony is maintained in the State. There is harmony and harmony among all classes intact.
The Chief Minister said that for the safety and empowerment of women in the state, a continuous campaign is being launched by forming ‘Anti Romeo Squad’. This has strengthened the sense of security among women especially girl students. Under ‘Anti Romeo Squad’, while checking at 48 lakh 26 thousand places, legal action has been taken against 18 thousand 171 persons by registering 12 thousand 354 cases. In the state, the ‘Women and Child Protection Organization’ has been established for the purpose of preventing harassment of women and children, controlling crimes against women and children, providing them necessary support and empowerment of women. For the purpose of safety, respect and self-reliance of women and girls, the ‘Mission Shakti’ campaign is being conducted in the state. Under the campaign, a strong sense of security has been awakened among women and girls due to the extensive police action.
The Chief Minister said that women help desks have been set up in all police stations of the state. Through this, complaints related to women are heard properly and their problems are being solved and monitored qualitatively. Apart from all the districts, ranges, zones and headquarters of Uttar Pradesh Police, commendable work is being done by various units for redressal of public grievances through Facebook.
The Chief Minister said that the Uttar Pradesh Special Security Force has been formed on the lines of the Central Industrial Security Force, whose main objective is to provide security and personal security to religious, judicial and important business establishments. This force will discharge the functions of security with professional efficiency of a high order. He said that the first corps of Uttar Pradesh Special Security Force has been made functional. Administrative approval of more than Rs 207 crore has been issued for the construction work of Uttar Pradesh State Institute of Forensic Sciences in Lucknow district.
Earlier, the Chief Minister paid tribute to the martyrs by laying a wreath at the memorial set up in the Police Lines. He met the families of the martyrs and inquired about their well being.

He said that immediate relief and help should be provided to the affected people. After assessing the loss of life, animal loss and damaged houses, the permissible relief amount should be made available to the affected immediately.
The Chief Minister said that the District Magistrate concerned should make available his report to the government soon after assessing the damage caused to the crop so that the compensation amount could be provided to the affected farmers. He said that the state government was committed to providing full help to all the affected farmers.
UP first place in the implementation of 44 schemes
Deputy Chief Minister Dr Dinesh Sharma said that the Uttar Pradesh government is committed to shaping the future of the youth. The government believes that today’s youth is the future of the country. In the last four and a half years, the government has created new employment opportunities along with running many schemes for the welfare of the youth. Under Ayushman Bharat, health insurance coverage has been given to 06 crore beneficiaries and a Rs 02 lakh social security guarantee has been given to 03 crore migrant resident workers. Apart from this, Rs 37521 crore has been transferred to 02 crore 53 lakh 98 thousand farmers since the inception of Pradhan Mantri Kisan Samman Nidhi Yojana. 08 lakh 80 thousand street vendors have been benefited through Pradhan Mantri Svanidhi Yojana. The Deputy Chief Minister said that out of the schemes like Pradhan Mantri Awas Yojana, Pradhan Mantri Kisan Samman Yojana, Smart City Scheme, Prime Minister’s Employment Generation Program being implemented in the country, UP ranks first in the implementation of 44 schemes. Due to development, the state has become the second-largest economy of the country today. The economy of 11 lakh crores has become 22 lakh crores today. Per capita income has doubled. Dr Sharma said that the challenge of improving the education system of the state was big, but the continuous efforts of the present government have converted that education system into A-grade system of the country. A unique model of conducting mock-free examinations has been prepared using technology. Changes in the curriculum after independence have given new wings to the dreams of the students. The digital library built in UP is becoming a medium to pacify the curiosity of the students and increase their knowledge. The newly opened 12 universities are helping in spreading the light of knowledge. UP is also on top in the implementation of new education policy and is providing new opportunities. He said that the Covid management of the state government has been appreciated in the country and the world. UP is also at the fore in providing vaccine cover to the citizens of the state and 12 crore people have been vaccinated. Even today, more than 1.5 lakh tests are being done daily. The government has pursued the goal of Jeevan Bhi Jeevika Bhi in a balanced manner. Uttar Pradesh had maintained economic activities while keeping citizens safe in the second wave of Corona. Along with strengthening health facilities, the process of construction of medical colleges in every district has been started. The dream of corruption-free UP has now turned into reality. Chief Minister inaugurates the very special home Naimisharanya at Butler Palace
The Chief Minister of Uttar Pradesh, Yogi Adityanath, today inaugurated the very special home Naimisharanya at Butler Palace here. It has been constructed at a cost of Rs 60.42 crore. The Chief Minister inspected the newly built super special house Naimisharanya.
While addressing the program organized on this occasion, the Chief Minister said that this guest house is an achievement for the Government of Uttar Pradesh. Equipped with modern facilities, this guest house has been completed within a time limit. He said that in the past, the state government’s guests used to come to the state, then there used to be such a situation that they had to stay in the hotel. In case the hotel was booked, the state government had to consider other options as well. From this point of view, this guest house is a special achievement for the state government.

The Chief Minister said that this special guest house has been named after Naimisharanya. Naimisharanya is a major pilgrimage place in the state, where the tradition of Sanatan Dharma of India was written down and the Puranas were read. The importance of Naimisharanya is also associated with the temple of Goddess Lalita Devi. During the visit of this guest house, he got to see the picture of Mother Lalita Devi. He said that it is his wish that a grand picture of Naimisharanya should also be installed in this building, so that special guests from outside can visit Naimisharanya after getting information about Naimisharanya.
The Chief Minister said that this guest house is a multi-storeyed building, which has 7 floors. 07 rooms and 02 suites are established on its first floor. Thus, this guest house has a total of 73 rooms, of which 59 are single rooms and 14 suites. In this, Chief Minister, Governor, Union Minister or any other special dignitary coming from other states, then arrangements will be made for all of them to stay here.

The Chief Minister said that a total of 09 State Guest Houses are operating under the control of the State Property Department in Delhi, Kolkata and Mumbai including the capital Lucknow. The arrangements for the stay of ministers, justices, special guests of the state, public representatives and other dignitaries visiting these guest houses are made according to their dignity.
The Chief Minister said that Uttar Pradesh is the centre of the spiritual energy of the country. The soul of India resides in Uttar Pradesh. Whatever guest houses are built inside or outside the state, they are making the identity of the state in the country and the world. According to that identity, they have been named by the state government. For example, the state guest house Mirabai has been named after the mother ‘Sarayu’. Saryu is the holy river of Ayodhya and it has been related to Maryada Purushottam Lord Shri Ram.
The Chief Minister said that Dalibagh, the special guest house of Lucknow, has been named after mother ‘Yamuna’. The VIP guest house located on Mahatma Gandhi Marg, Lucknow has been named after ‘Saket’. The state guest house located on Vikramaditya Marg has been named after ‘Gomti’. The VIP State Guest House, Ramabai Ambedkar Sthal is located on Bijnor Road, Lucknow. Uttar Pradesh Bhawan, New Delhi has been named after ‘Sangam’. Uttar Pradesh Sadan, New Delhi has been named after ‘Triveni’. The Uttar Pradesh State Guest House in Kolkata has been named after Mother ‘Ganga’. The Uttar Pradesh State Guest House in Mumbai has been named after ‘Vrindavan’. All these nomenclatures give a new identity to the state.

The Chief Minister said that today the inauguration of this guest special guest house is being completed here in the name of Naimisharanya, so that people can have a feel of the holy pilgrimage of Naimisharanya. He said that during the observation of this building, he also saw a pond behind this building, which presents the physical presence of Naimisharanya.
The Chief Minister said that it should be the achievement of every public representative that specific development work should be done in his area so that an identity can be created for that public representative and citizens. He said that he would request the State Property Department that apart from constructing this special guest house, the State Property Department should also continue to do the maintenance work in it.
The Chief Minister said that the State Government has started building its guest houses in various pilgrimages also. The guest house built by the state government in Haridwar is ready. It has been named Bhagirath State Guest House after Maharaj Bhagirath. Similarly, a guest house of the state government is being built in Badrinath too, on which work is going on at a fast pace. It will be completed in a time-bound
manner.
Justice Minister Brijesh Pathak said that the Uttar Pradesh government has achieved special success in law and order and development. The state government is committed to provide better facilities to the guests. According to the views of the Chief Minister, this guest house has been named Naimisharanya, which will promote tourism in the state.

Urban Development Minister Shri Ashutosh Tandon said that today is a happy day, the State Government has provided a well-equipped guest house to the State. It has a good operating system, which will facilitate the conduct of various programs and the stay of the guests. Also, there will be savings in the expenditure of the state government.
Chief Secretary Shri RK Tiwari said that the construction of this building is being done within the stipulated time limit. This was needed in the past. It was constructed after the formation of the present government in the year 2017. Special attention will be given to its maintenance and quality of food.
On this occasion, Additional Chief Secretary, State Property Department, Shri SP Goyal apprised the Chief Minister that transparency and digitization and timely decision-making are essential in the working of any department. Keeping this in mind, the State Property Department has implemented e-allotment system to bring transparency to the building allotment system. State Property Department is the foremost department of the state adopting the Manav Sampada Portal, as a result of which the details of officers and employees of the State Property Department and their needs and grievances are resolved. He said that the department has implemented the system of petrocard.

On this occasion, Jal Shakti Minister Dr Mahendra Singh, Mayor Smt. Sanyukta Bhatia and other public representatives, Additional Chief Secretary Information and MSME Shri Navneet Sehgal, Additional Chief Secretary Home Shri Avnish Kumar Awasthi, Principal Secretary to Chief Minister and Information Shri Sanjay Prasad, Director of Information Shri Shishir along with Other senior officers were present.
