All India Railways Board Policy Review On Post Creation, Check the Circular Here

Railway Board has asked General Managers to freeze the creation of new posts in non safety categories until further orders

The Railways Board has issued a latest MPP circular in reference to previous circulars regarding the post creation. Circular E(MPP)2018/1/1 dated 02/07/2020 and RBE No. 48/2020 is issued by the Railways Board to all General Managers including production and other units of All Indian Railways. Going by the key points highlighted in the latest circular, the Board (CRB, FC) has indicated the approval of measures like the freezing of new post creation, the surrender of vacancies, and review of previously created posts.

As per the key approvals of decisions made in the aforementioned MPP circular, new post creation is to be frozen until further orders are issued in this context. This does not however include safety posts. In addition, it has been indicated to surrender 50% of existing vacancies in categories other than safety posts. The Board has also approved the review of different posts that were created during the last two years. After the conduct of the review, posts against which any recruitment has not been done will be reviewed for surrendering. This will not include safety posts. The Railways Board has approved these measures in an Action Plan for Economic Measure and Rationalization of Expenditure.

Railway Board under the Ministry of Railways has issued the aforementioned MPP circular in reference to previously released MPP circulars regarding the revision of policies for the creation of posts in the Indian Railways and the posts surrendered due to work-study reports. The Board earlier issued Circulars as E(MPP)2018/1/1 Dated 04/04/2018 RBE No. 52/2018 regarding the revision policy of creation of posts and E(MPP)2018/1/11 Dated 19/12/2018 RBE No. 198/2018 regarding the creation of posts for new assets and pool of surrendered posts.

As per the previous MPP Circular issued by the Board regarding revision policy for the creation of posts (RBE No. 52/2018), the Board called for the judicious examination of the requirement of posts for new assets and additional workload, especially in the safety categories. DRMs are entrusted with the authority of new post creation in safety categories from the pool of surrendered posts with reference to Circular No. E(MPP)2010/1/67 Dated 28.10.2016 (RBE No. 127/2016).

In continuation of the aforementioned circular (RBE No. 127/2016) regarding the pool of surrendered posts, it was notified through Circular (RBE No. 52/2018) that General Manager can create posts in safety and other categories from the “Vacancy Bank”. Furthermore, DRMs have delegated the authority of the creation of safety and other posts from the pool of surrendered posts on a 1:1 basis. In addition, it was also circulated that any proposal for the creation of posts for existing or new assets must be accompanied with a certificate of clearance that there is no monetary value of the Railway/PU in the Vacancy Bank.
