Central Board of Secondary Education (CBSE) has submitted its class 12 evaluation criteria for results before the Supreme Court today. The board will compile results of class 12 students based on 30:30:40 ratio of class 10, 11, 12 marks. The proposed criteria was not met with any opposition.
Likewise, the Council For The Indian School Certificate Examinations (CISCE) will compile ISC 12th result on basis of past 6 year scores. However, in addition, they have asked the SC to allow them to declare result by July 30, 2021.
In a twist to the proceedings, Sr Adv Vikas Singh has asked that board exams should be held. Though in principle, the court has said they will not go back on the exam cancellation decision, but they will hear the matter tomorrow.

The order passed says,
We have heard the counsels. Both have submitted detailed schemes in principle on affidavit by expert committee. The gist of the proposed scheme of CBSE is annexures R12.
Whereas ICSE has propounded a scheme which is somewhat different.
Mr. VIKAS Singh appearing for intervenor submitted that the decision of CBSE and ICSE to cancel the exam be revisited. We state that this cannot be taken forward. We have already accepted the in principle decision taken by the Board and placed before us. Students who want to appear can do so for improvisation of marks and that takes care of the students who want to appear. In other words, no prejudice will be caused to students who want to appear.
We have no reservation to accept the scheme and the Board can proceed on the same. However, the scheme must incorporate the provision for dispute resolution in case students want correction of final result declared. Second is for declaration of results and when the timeline for optional exams would be declared. Both the Boards have submitted that the same will be done.
As VIKAS Singh has sought for time, we defer the hearing to Monday. The Boards can finalise the scheme in the meanwhile. If suggestions are given by Singh, they can be considered. We record that Counsels have no objection to the schemes presented.
CBSE and ICSE is free to notify the final scheme howsoever it may wish to do so and inform us on next date of hearing.

CBSE Class 12 Evaluation Criteria: Sr Adv Vikas Singh Intervenes, Says Board Exams Should be Held
Sr Adv Vikas Singh interjects that internal marks are not uniformly given, and that is why board exams are held. He said that CLAT and NEET will also be held.
The bench said that the number of students in CLAT do not match that of NEET. In case of board exam, there will be option for those who want exam.
Singh said that exam can be taken in controlled environment, where students can wear double masks.
The bench is firm that the exam cancellation decision will not be rolled back.
However Singh wants 2 days time to look into the scheme and refer back.
The bench said they can give him 1 day’s time only.
The AG interjects that if the decision is not taken today, there will be debates everywhere on the matter. However the bench says that 1 day will not make a difference.
The final words of the bench on this matter is, “In our order, we will say that in principle we approve of the scheme. But, still it doesn’t matter. We will keep it tomorrow for final orders. There’s no rolling back of cancellation.“

The honbl bench of Supreme Court has asked the Attorney General that CBSE needs to include a mechanism for dispute redressal within the scheme itself. Last year the court was flooded with requests on the same. The board will take note of this matter.

CBSE Class 12 Evaluation Criteria: Supreme Court To Hear Proposed Assessment Process by CBSE, ICSE From 11 AM
The hearing will be done by a vacation bench comprising of Justice AM Khanwilkar and Justice Dinesh Maheshwari.
Please filed by Advocate Mamta Sharma, and Anubha Srivastava and 7 others will be heard. This is in continuation to the hearing on cancellation of board exams and finding an objective criteria for result.
After deciding to scrap the Class 12 board exams 2021 earlier this month, the Central Board of Secondary Education (CBSE) and CISCE are submitting details of the alternative evaluation criteria to the Supreme Court today. The CBSE had asked for 04 weeks time from the top court to decide on evaluation criteria although the court directed the board to submit a report within 02 weeks.
The CBSE set up a 13 member committee to review the situations and decide on the modalities of the alternative evaluation criteria for determining the Class 12 results this year. Now the final report is to be presented before the court, indicating the details of the evaluation criteria.
Based on media reports, there has been a broad consensus in the decision of the committee members to include the marks of Class 10 and Class 11 besides the Class 12 internal marks in the evaluation parameters. The committee is comprised of eminent officials including IAS Vipin Kumar and the Joint Secretary of the Ministry of Education of the Central Government. The official alternative criteria has not been announced yet and subject to the top court’s ruling today.
Earlier this month, the CBSE decided to scrap the Class 12 exams on account of the pandemic and other national education boards including CISCE followed suit. While the CBSE had already scraped the Class 10 exams earlier, the objective evaluation criteria for preparation of the cancelled Class 10 results 2021 is now known. The total marks weightage is distributed in the 20:80 between internal assessments and exams conducted/projects/unit-tests conducted throughout the year by respective schools.
Nothing is known as of now as to what might be the alternative criteria developed by the CBSE which will be submitted to the Supreme Court today. As per reports, most committee members of the 13 member committee are in favour of considering the marks of Class 10 & Class 11 besides the Class 12 internal assessment & pre-board marks in the evaluation criteria. A final call is yet to be taken, an official source was quoted saying.
It is also being reported that an alternative to conduct physical exams will also be considered for those students, who might chose to appear in such exams for re-evaluation of merit. Such exams can only be conducted after the situations are more conducive to conduct organized exams in the usual mode.
The top court is expected to hear the plea and rule on the decided criterion today. Earlier, the court did not allow 04 weeks time citing that it would cause unnecessary delay in releasing the result of the Class 12 exams. On the other hand, CBSE has directed all schools to conduct practicals and internals (if pending) and submit the marks within the last date this month.
