The Chief Minister launchs the ‘Nirbhaya-Ek Pahal’ program under Mission Shakti
Uttar Pradesh Chief Minister Yogi Adityanath will launch the ‘Nirbhaya-Ek Pahal’ program under Mission Shakti here on September 29, 2021. On this occasion, special cover and special distortion of ‘One District, One Product Scheme’ will also be released by the Chief Minister.
Under the ‘Nirbhaya-Ek Pahal’ programme, one day awareness campaign of 1,000 women per district and a three-day skill capacity development training will be conducted in all 75 districts of the state. 75,000 women will be benefitted through this programme.
In all 75 districts of the state, a special cover and special deformation will be unveiled and released tomorrow in collaboration with the Indian Postal Department regarding the ODOP product of the respective district. Thus, 75 special covers will be issued in the state on the same day and time. All these covers will be sent to various post offices of the country, due to which the ODOP products of the state will get wide national recognition.
Under the District Barabanki Tour Program, Chief Minister will inaugurate and lay the foundation stone of 186 development projects costing more than Rs 148.84 crore.

Under the District Barabanki Tour Program, the Chief Minister will inaugurate and lay the foundation stone for 186 development projects costing more than Rs 148.84 crore. The Chief Minister will also distribute acceptance letters to the beneficiaries of various schemes. The projects to be laid include the construction of biscuit and bakery products’ unit of Britannia Industries Limited in Barabanki district.
On the occasion of Sitapur visit, the Chief Minister will inaugurate and lay the foundation stone of 167 development projects worth Rs 484.41 crore. They will also distribute certificates of beneficiary schemes.



The Chief Minister in 15 villages of Babina block including Saryu Canal Project, Arjun Sahayak Project, Bhavni Dam Project (Lalitpur), Ratoli Dam Project (Mahoba), Masgaon and Chilli Sprinkler Project (Hamirpur), Kulpahar Sprinkler Project (Mahoba). (Jhansi) reviewed the progress of irrigation facilities (Jhansi).
Uttar Pradesh Chief Minister Yogi Adityanath reviewed the progress of works of Saryu Canal Project, Arjun Sahayak Project, Bhavani Dam Project (Lalitpur), Ratoli Dam Project (Mahoba) at his official residence here today. Apart from this, he also reviewed the project related to irrigation facility (Jhansi) in 15 villages of Babina block including Masgaon and Chilli sprinkler project (Hamirpur), Kulpahar sprinkler project (Mahoba). He made it imperative to complete the remaining works of all these projects by the month of November in any case, so that the people of the concerned areas can get the benefits of these projects at the earliest.
The Chief Minister said that the Saryu Canal Project, Arjun Sahayak Project, which were pending for years, are now nearing completion. The remaining works should be completed expeditiously. Districts like Gonda, Bahraich, Shravasti, Siddharthnagar, Balrampur, Mahoba, Hamirpur, Banda, etc. will be benefited by the completion of these projects. He said that all the projects should be completed in a quality manner. Arrangements for rehabilitation of the families affected by the projects should be ensured.

The Chief Minister said that in coordination with the officers of the Central Government, action should be taken on the proposal of Panchnad Irrigation Project expeditiously. He said that the work of channelization of rivers should continue and preparations should be ensured from now on for the flood rescue works for the coming year. He said that in view of the work done by the present government this year, it has been successful in controlling the damage caused by floods on a large scale.
Officials apprised the Chief Minister that Saryu Barrage and Rapti Barrage related to Saryu Canal Project have been completed. The remaining works will also be completed in a time bound and quality manner as per the instructions. Mahoba, Hamirpur and Banda districts will be benefited by Arjun Sahayak Project. Under this project, works related to Arjun feeder channel, Kabrai feeder channel, scape channel for filling Chandrawal dam, Kabrai dam elevation, Kabrai main canal and distribution system have been completed. The remaining works will be completed by the month of November.
Officials said that the Bhavani Dam Project (Lalitpur) costing Rs 512.74 crore will irrigate 3800 hectares of land. The cost of Ratoli Dam Project (Mahoba) is Rs 54.28 crore. This will provide irrigation facility to an area of 1050 hectares. The cost of Masgaon and Chilli Sprinkler Project (Hamirpur) is Rs 18.27 crore. This will create 600 hectares of irrigation potential. The cost of Kulpahar Sprinkler Project (Mahoba) is Rs 76.48 crore, which has an irrigation potential of 2700 hectares. Apart from this, irrigation potential of 4400 hectare will be created after completion of project related to irrigation facility (Jhansi) in 15 villages of Babina block costing Rs 246.84 crore. The target of completing these projects has been fixed in the month of November. The work is in progress as per this target. All these projects will be completed on time.

Uttar Pradesh Chief Minister Yogi Adityanath said that the District Panchayat is the highest institution of the three-tier Panchayat system. The District Panchayat President is the first citizen of the district. The Zilla Panchayat President of each district of the state represents the population ranging from 15 lakh to 65 lakh. The population of many countries is not even that much. Therefore, the priority of all you District Panchayat Presidents should be to live up to the public trust. If you all set the priority and work according to it, then you will definitely get success. He said that the ideal and inspiration of your method of work should be the working method of Prime Minister Shri Narendra Modi.
The Chief Minister was addressing a one-day training program of newly elected district panchayat presidents of the state at Yojna Bhawan here today. He said that training has its own importance. Training provides an opportunity to get acquainted with each other’s experiences through interaction and to embrace whatever good is happening. He said that the desire to learn new and good makes a person better continuously. A good teacher tries to be a good student throughout life.
The Chief Minister said that after being elected as the Prime Minister in the year 2014, Prime Minister Shri Narendra Modi is successfully and effectively representing the population of 125 crores of the country. He has raised the prestige of the country on the global stage. Prime Minister implemented various welfare schemes not on the basis of caste, creed, religion etc. This uniqueness is visible in the schemes run by the Central Government under the leadership of the Prime Minister.
The Chief Minister said that under the Pradhan Mantri Jan Dhan Yojana, accounts of the poor were opened in banks. Jan Dhan accounts played an important role in making the benefits of various welfare schemes accessible to the general public with complete transparency. This made it possible to transfer money through DBT to the accounts of the beneficiaries under various schemes. The beneficiary got the full benefit of the scheme. During the global Corona pandemic, financial assistance money could be sent to the account of the poor. He said that Jan Dhan accounts have become a symbol of public trust.
The Chief Minister said that under the Pradhan Mantri Awas Yojana, housing facilities were provided to the poor without any discrimination. Under the Swachh Bharat Mission, 10 crore countrymen were provided toilet facilities. Under the Pradhan Mantri Ujjwala Yojana, free LPG connections are being provided to a large number of eligible families. He said that it was very difficult to get LPG connection or cylinder in the previous governments. The present government is giving free LPG connections to the poor.
The Chief Minister said that the present Central and State Governments have worked for every region and every section. About a century ago, an epidemic killed about 25 million people in the world. At that time, more deaths were caused by hunger than by disease. The Prime Minister did the work of saving the life and livelihood of the countrymen during the global pandemic Corona.
Expressing happiness that 56 percent women are in the district panchayat presidents of the state, the Chief Minister said that each person elected as a district panchayat has its own field of work and background. There is a need for special communication and coordination in the operation of the family. Women have their own experience in this. District Panchayats should get the benefit of this. He said that the message going from the apex body would pass through the Kshetra Panchayat, the Gram Panchayat to the last rung person. Keeping this in mind, the District Panchayat President should work with mutual dialogue and coordination with the officers.
The Chief Minister said that at present, an amount of Rs 2900 crore is available in the district panchayats. It should be rapidly utilized in development works. In this regard, according to the guidelines issued by the government under various programs, an action plan should be prepared and work should be started accordingly. The works that can bring about a massive change in the lives of the people should be embodied by making an action plan by communicating with the Chief Development Officer/District Officer.
The Chief Minister said that the ‘One District, One Product’ scheme is being run by the state government. This scheme has a useful role in providing employment to the youth at the local level. Under the scheme, specific products of each district are being promoted. This scheme started by the State Government in the year 2018 was also included in the Union Budget for the year 2020. The ‘One District, One Product’ scheme is also in the background of the Prime Minister’s ‘Vocal for Local’ mantra. The products of One District One Product Scheme of different districts have been displayed on the ground floor of Lok Bhawan. The product identified under the plan of the concerned district should also be displayed in each district panchayat.
The Chief Minister said that the Zilla Panchayat should try to increase its income. The Zilla Panchayat has many resources like its own land, market etc. If the Zilla Panchayat becomes self-reliant, then it can develop useful facilities for the residents of the district itself. He said that the State Government is soon going to start ‘Matrubhumi Yojana’. Under this scheme, the cooperation of the local people will be taken in the construction works like village secretariat, community center. Half the amount to be spent on construction work will be spent by the government and half by the person concerned. Both will run the organization together. District Panchayat can also work in this direction.
The Chief Minister said that in the year 2017, Operation Kayakalp was conducted to develop basic facilities through public cooperation in Basic Education Schools. Through this, it was successful in providing facilities like flooring, toilets, drinking water, furniture in some schools, smart class in some schools in 1 lakh 38 thousand schools. On the same lines, the District Panchayat can develop various facilities like open gym, playground, road in its area.
The Chief Minister said that under Jal Jeevan Mission, work is being done to provide tap connection in every house. Life cannot be imagined without water. With access to pure drinking water, almost half of the diseases can be controlled. For every person to get pure water, there is a need to work effectively. He said that many works can be accomplished through convergence.
The Chief Minister said that cow dynasty has been the basis of agricultural tradition. Even today people have deep faith in this. The Kanji House is run by the Zilla Panchayat. Kanji House should be operated as cow protection and gosamvardhan. Cow shelter sites are being operated by the Zilla Panchayat in different districts. There should be proper arrangements for better maintenance of cows, fodder, cleanliness, protection of cows from cold and heat at these places. The cooperation of the district administration should also be taken in this work. Gobar gas can be used as an alternative source of energy along with cow based farming in each gram panchayat. He said that the products produced from cow based farming can become a medium of health.
The Chief Minister said that the works done by the Zilla Panchayat should be executed with quality and time boundness. For this, regular review of works has to be done. Visit the spot to see the quality of the works. After the quality completion and handover of the construction works, the payment of the concerned contractor should also be done on time. As the President of the District Panchayat, you all have the responsibility of protecting the property of the District Panchayat. Due care should be taken in this regard.
Addressing the program, Panchayati Raj Minister Bhupendra Singh Chaudhary said that after the 73rd Constitutional Amendment in the Constitution, the District Panchayat got constitutional status. This gave the Zilla Panchayat an opportunity to become the pivot of working for rural development. He said that Panchayats have been successful in bringing their works on digital platform in the last three years. Under the direction of the Chief Minister, remarkable work has been done by the Panchayati Raj Department in various fields. Remarkable work was done by the Panchayati Raj Department in controlling the infection of COVID-19 and in the maintenance of the workers who came back from other states during the Corona period.
At the end of the program, Minister of State for Panchayati Raj, Shri Upendra Tiwari proposed a vote of thanks to the guests. In the program, Additional Chief Secretary Panchayati Raj Shri Manoj Kumar Singh welcomed the Chief Minister and gave a brief introduction about the program. During the program, District Panchayat President Bulandshahr, District Panchayat President Farrukhabad, District Panchayat President Meerut, District Panchayat President Jalaun and District Panchayat President Fatehpur also expressed their views.

Chief Minister distributed smart phones and growth monitoring devices to Anganwadi workers under nutrition campaign
Uttar Pradesh Chief Minister Yogi Adityanath said that the use of technology brings ease and transparency in working. Its use brings efficiency in the work area. It also makes the person performing the work deserving of respect. Smart phones being given to Anganwadi workers will make their working method smart. Through this, all the Anganwadi workers can make their mark by winning government-administration and public trust.
The Chief Minister was expressing his views during the distribution program of ‘Smart Phone’ to Anganwadi workers and ‘Growth Monitoring Device’ for Anganwadi Center organized by Child Development Services and Nutrition Department at Lok Bhavan today. The Chief Minister has provided ‘Smart Phones’ to 20 Anganwadi workers and ‘Growth Monitoring Devices’ to 10 Anganwadi workers by his tax lot. He launched ‘Ek Sang Mobile App’. A short film was screened on the occasion.


It is worth mentioning that on this occasion, 1,23,000 ‘smart phones’ and 1,87,000 ‘Growth Monitoring Devices’ are being distributed for the purpose of connecting Anganwadi workers with technology and their work facility under the nutrition campaign in the state.

The Chief Minister said that it may simply be a program of distribution of ‘Smart Phones’ and ‘Growth Monitoring Device’ to say, but its echo is the foundation stone in achieving the goal of good governance. It is the resolve of Prime Minister Shri Narendra Modi that to achieve the goal of transparent and honest government, through technology, the schemes of governance should be made accessible to every citizen. For this, it is necessary that such resources should be made available to those people, who are working to take the schemes of the government to the last rung. He said that today, the sense of respect has increased among the people towards the Anganwadi workers.

The Chief Minister said that the importance of any person or organization is known at the time of calamity and objection. The person who runs away when trouble comes, does not cooperate, no matter how big, rich and intelligent he is, if his intelligence and his opulence is not being used for public welfare and social welfare, then it is of no importance. In times of crisis, it is important to do cooperative and public welfare work.

The Chief Minister said that at the time of second wave of Corona, it was decided by the State Government that a monitoring committee would be formed in every village and urban localities. Monitoring committees were constituted in the state in April, 2021. By going door-to-door, identifying each and every person, a medicine kit was provided to the suspect. After making a list of them, action was taken to get the investigation done by the RRT team within the next 24 hours. In this work, a team of 10 to 12 people was formed, including Anganwadi, Asha worker, ANM, village head, councilor, including the personnel of Rural Development, Urban Development, Panchayati Raj and Revenue Department.

The Chief Minister said that with the cooperation of Corona workers and monitoring committees, Corona is in a controlled condition in the state. Corona control in the state has emerged as a model of how an epidemic can be controlled with collective efforts. He said that this is not the first time. Before this, the state government had presented a model of successful control of encephalitis. From the year 1977 to the year 2017, there were deaths due to encephalitis disease in total 38 districts of the state including 07 districts of eastern Uttar Pradesh. In this, one and a half to two thousand children died untimely every year in Basti and Gorakhpur district alone. With the efforts made by the state government, 95 to 97 percent deaths due to encephalitis disease have been controlled in eastern Uttar Pradesh.

The Chief Minister said that Corona Warriors, especially Anganwadi workers, ASHA, ANMs have done a commendable job in controlling the corona epidemic. He said that if you do good work, the society will respect you. This role will propel you forward. By working, a person becomes physically strong, mentally mature and full of confidence. The state government is setting up a plant in each district to prepare nutrition for malnourished children and pregnant women. Arrangements are being made to check its quality. This will help in reducing maternal mortality and infant mortality rate in the state and bring them at par with the country’s average. This will save the state government in medicine and other expenses.
The Chief Minister said that in the program of Poshan Month recently, I had said that the previous honorarium dues of Anganwadi or Asha workers should be paid immediately. The department has started its proceedings. This was the last one. Now the government is going to give them more. Anganwadi workers are working with full dedication.

The Chief Minister said that in the year 2017, the State Government had completely eradicated the gang dominating the excise sector by bringing transparent methodology and policies. When all the avenues of corruption are closed, then development appears to grow by itself. The work of laying the foundation of all-round development is being done by the state government. The building of each Anganwadi center is being constructed. The government is seriously considering to make these Anganwadi buildings as pre-primary later.

While addressing the program on this occasion, the Minister of State (Independent Charge) for Women Welfare, Child Development and Nutrition, Smt. Swati Singh said that the Anganwadi workers worked with great devotion during the COVID pandemic. As soon as the Chief Minister took over the reins of the state in the year 2017, he brought good governance in the state. The basis of this good governance is e-governance. The Chief Minister believes that unless Anganwadi workers are not connected with e-governance, the idea of good governance cannot be realized. In view of this, smart phones are being provided to Anganwadi workers and growth monitoring devices are being provided to all Anganwadi centers. He said that the ‘Ek Sang Mobile App’ will provide a platform for community participation to the Anganwadi Centers, through which any individual and organization can provide their help.
