The Prime Minister said that as an MP, Chief Minister Yogi Adityanath ji had expressed the pain of the poor medical system of the state in the Parliament.

Today, the people of Uttar Pradesh are seeing that when the people of Uttar Pradesh gave the opportunity of service to Yogi ji, how he stopped the encephalitis from growing and saved the lives of thousands of children of this region. He said that when the government is sensitive, there is a feeling of compassion in the mind to understand the pain of the poor, then this kind of work is done. The Prime Minister said that in 2014, when the people gave him an opportunity to serve the country, his government united day and night to change the earlier situation. Understanding the suffering of the public, understanding the suffering of the common man, we became a participant in sharing their sorrow and pain. We started a Mahayagya to improve and modernize the health facilities of the country.

The Prime Minister said that in the past years, the government of double engine has made very sincere efforts and continuous work to provide better health facilities to every poor. Till 2017 in Uttar Pradesh, there were only 1900 medical seats in government medical colleges. Whereas in the government of double engine, more than 1900 seats have been increased in the last four years. During the tenure of Chief Minister Yogi Adityanath ji, 16 medical colleges have started and work is going on fast on 30 new medical colleges. AIIMS being built in Rae Bareli and Gorakhpur is a kind of bonus for the state. Before 2014, the medical seats in the country were less than 90 thousand. In the last 7 years, 60 thousand new medical seats have been added in the country.
The Prime Minister said that a new health policy was implemented in the country for the poor to get cheap treatment and also to save them from diseases. 90 lakh patients in Uttar Pradesh have got free treatment under Ayushman Bharat scheme. Due to this scheme, about one thousand crore rupees of these poor people have been saved from being spent on treatment. Today very cheap medicines are available from thousands of Jan Aushadhi Kendras. Cancer treatment, dialysis and even heart surgery have become very affordable, facilities like toilets have reduced many diseases. Not only this, work is being done with a very big and long vision for how to build better hospitals across the country and how better doctors and other medical staff are available in those hospitals. Referring to the rapid strengthening of the health services of the state, the Prime Minister said that 4 days ago the country made 100 crore vaccine doses.
Congratulating the people of the state, corona warriors, state government, administration and all the people associated with it, he said that today the country has a protective shield of 100 crore vaccine doses. Despite this, Uttar Pradesh is busy in its preparations for the rescue from Corona. The Chief Minister said that before 1947, there were 03 or 04 medical colleges in Uttar Pradesh. Then Uttarakhand was also a part of Uttar Pradesh. From 1947 to 2016, only 12 medical colleges were built in the government sector in Uttar Pradesh. Uttar Pradesh was neglected even after independence. For the first time after independence, the Prime Minister not only understood this suffering through his sensitive and visionary leadership, but also made plans to solve it and implemented them effectively. Simultaneous opening of 09 medical colleges is proof of this. The Chief Minister said that the Prime Minister gave the vision of ‘One District, One Medical College’. With the blessings of the Prime Minister, 30 medical colleges are being opened in the state under the Pradhan Mantri Swasthya Suraksha Yojana. Out of these, MBBS classes have started in 07 from 2019. 09 medical colleges are going to start today. At present the construction work of 14 new medical colleges is starting.

The work of 30 medical colleges has been carried forward with the help of Government of India and in some districts by the State Government from its own resources. The Chief Minister said that ‘Ek Bharat, Shreshtha Bharat’ is being built under the leadership of the Prime Minister. With focus on health infrastructure, unprecedented and commendable work is being done for ‘Swasth Bharat, Samarth Bharat’. The presence of the Prime Minister has taken place in Siddharthnagar district. In 08 other places also, in a similar program, everyone will get the opportunity to hear the address of the Prime Minister along with the public representatives. Apart from being a true tribute to those who died due to lack of health facilities after independence, it will also provide satisfaction to the people that in the coming times no innocent and no citizen will now be in the absence of health facilities. Won’t die The Chief Minister said that most of the innocent children died due to encephalitis. Siddharthanagar was also among the districts affected by this disease. The Swachh Bharat Mission implemented in the year 2014, the establishment of Encephalitis Treatment Center along with Pediatric ICU in the most affected districts has succeeded in controlling this disease effectively. Health infrastructure increased, the process of providing toilets to every household progressed and pure drinking water was supplied.

It was successful in controlling 95% of deaths due to meningitis. Expressing gratitude to the Prime Minister on behalf of all the affected families including the people of the state, he said that under the leadership of the Prime Minister, he got an opportunity to do unprecedented work in the Corona period. Union Health Minister Shri Mansukh Mandaviya said that the Prime Minister’s thinking is that every district should have a medical college. Today 09 medical colleges are being dedicated to the people of the state simultaneously. On this occasion, Governor Smt. In the specially inaugurated projects, 16.98 kilometer long Ring Road Phase-2 package constructed with Rs 1011.29 crore for easy traffic arrangements for the people of many districts of Purvanchal including Bihar, Madhya Pradesh and Kolkata provinces, not only the residents of Kashi but also traveling through Varanasi. 1 Rakhna Rajatalab to Wajidpur Harhua road is majorly involved. Along with this, he also launched the ‘Pradhan Mantri Swasth Bharat Yojana’ worth 64 thousand crores.

On this occasion, the Prime Minister greeted the people on the occasion of Diwali, Dev Deepawali, Annakoot, Bhaiya Dooj, Prakashotsav, Dala Chhath. The Prime Minister expressed his gratitude to all, including health professionals, people of medical institutions associated with every corner of the country. While addressing the function organized on this occasion, the Prime Minister said that the country has completed the milestone of 100 crore vaccinations in the fight against Corona. With the blessings of Baba Vishwanath and Aviral Pratap of Ganga and the unbroken faith of Kashi, free vaccine was administered to all. Today, UP has got an opportunity to give 9 new medical colleges. This will benefit crores of sections of society in Purvanchal and entire Uttar Pradesh. There will be less running for big hospitals in other cities. Giving the example of Soratha in Manas, he said that Shiva Shakti resides in Kashi. Knowledge frees Kashi from pain and suffering.

What better place than Kashi for a health related plan. The Prime Minister said that today two big programs are being held on this platform. Work worth more than 64 thousand crores for India is being launched from Kashi. 75 thousand crores program has been released. He said that Kashi’s plans have the blessings of Mahadev. Where there is the blessings of Mahadev, there is success. Due to Mahadev, freedom from sufferings is certain. To give strength to the health infrastructure of the country including Uttar Pradesh, prepare for epidemic prevention to a high level, bring confidence and self-reliance in our health system, for this, 64 thousand crores have got an opportunity to start Ayushman Bharat Health Infrastructure Mission. Five thousand crore rupees project has been inaugurated. The Prime Minister said that the road to Ghat, Ganga ji, cleaning of Varuna, bridge parking, BHU project will give energy and confidence to the development festival of Kashi and the country to make life easier during the festive season. He said that investment in making the body healthy is considered good. After independence, attention was not paid to health and health facilities.

As much as it was needed, those who remained in government for a long time, they kept the health sector from development and facilities. There were no hospitals in the village, there was no test facility in the block. There was no treatment for serious illness in the district hospital. There was a long wait in the big hospital. The patient and family were worried. Life went on fighting. Sometimes the poor were also financially burdened. The poor and middle class used to be worried because of the lack of health care system. The plan is the solution to address this shortcoming. The Prime Minister said that the health system is being prepared so that we should be ready to deal with the epidemic, so that the disease is caught, there is no delay in the investigation. We aim to strengthen critical health care from village to block, district, regional and national.

The focus is being on the states of our North East. There are three aspects to the mission. Under the diagnostic system, the disease will be detected free of cost along with the health and wellness system. If the disease is detected in time, then the chances of getting serious will be less. For his treatment, beds for critical care will be prepared in more than 600 districts. Referral service, training and capacity building and hospital facilities will increase in 125 districts. The Prime Minister said that the surgery network would be ready round the clock. The second point is the testing network associated with the diagnosis of diseases. Necessary infrastructure will be developed. Integrated system will be developed in 730 districts. This network will be further strengthened. The third aspect is to empower research institutions. There are 80 bio and research labs, these will be further improved. 15 such labs will be activated. 4 new virology labs will be built. A national institute will also be formed. Through this, eco-system will be developed from treatment to every corner of the country. It was supposed to happen decades ago, but there is no need to describe what is happening now. The Prime Minister said that we have been working on a large scale for seven years. I launched the infrastructure in Delhi by increasing the speed power for the entire country and today the second big mission, health, is leaving Kashi. This also creates an environment of employment.

When a big hospital is built, the city settles around it. Therefore, this mission is also an economic mission along with health, which should be accessible and affordable to all, that is, a holistic mission. Many campaigns have saved the country from getting sick. Ayushman Bharat scheme has provided free treatment to the poor. For years before us, healthcare has been a scam and a means of earning money in governments. The Prime Minister said that today the government understands the pain of the poor, downtrodden, exploited, deprived and backward. Earlier, public money used to go to scams, today it is being used in big projects. Today the country is dealing with the epidemic and infrastructure worth lakhs of crores has been started.

The number of doctors and paramedical staff also increased equally rapidly. The speed with which new medical colleges are being opened in Uttar Pradesh will have a great impact on the number of medical seats and doctors. The number of staff will also increase. Due to more seats, now the child of poor parents will also be able to dream of becoming a doctor and fulfill it. With the increase in seats from the new medical college, the poor will also be able to get a job in the medical field. In the coming time, ten times doctors are going to be found in the country. If there are more doctors, then the availability will be easier. Work is progressing beyond the lack. If the work that was done in the country or Uttar Pradesh in the past, what would have been the condition of Kashi. Kashi was left on his own terms. Hanging wires, roads, ghats, Ganges, traffic jams, pollution all used to go on.

There was a jam due to the absence of ring road. The amount of work that has been done in Varanasi in the last 7 years has not been done in the last several decades. The Prime Minister said that waiting for the no-entry opening had become a habit of the people of Banaras. If you have to go anywhere, then the people of the city need not worry. Business will get momentum till Prayagraj, Lucknow, Bihar. Without a dedicated infrastructure in the country, the pace of development remains sluggish. Now those coming to the airport will have the facility to see the carpet and Vindhyachal. There will be facility from the lounge built at the railway station. Work is being done for the cleanliness of Ganga.

Today we are experiencing. Sewage treatment plant is working in Ramnagar to stop the dirty water of the houses. 50 thousand population is getting benefit. The Prime Minister said that work is also being done for Varuna. The neglected Varuna was losing existence. Today clean water is going into Varuna. Pathway railings are being built on both sides. Facility has been developed for the farmers of Kashi and Purvanchal. Packaging, processing and manufacturing of perishable cargo. This will provide convenience to the farmers. Farmers will also get fertilizer from CNG plant. In Kashi, BHU facilities are being prepared from the best technology in the world to health. Young friends are coming for studies. Residential facility is being prepared. It is helping to realize Malviya ji’s vision. Along with spirituality, Kashi is also an important center of rural economy. All the development projects are proving the resolution. For clay artisans and weavers, the khadi and cottage industries have grown by 60 per cent and sales by 90 per cent. This Diwali we have to take care of these companions also.

Vocal for Local is not limited to just Diyas. In everything, that product in which the sweat of the countrymen is there, the product in which the fragrance of the country’s soil is there, is for me. Once it becomes our habit to buy things of the country, then production will also increase, employment will also increase, poor will also get work. Everyone can do this work together, a big change can come with everyone’s efforts. While addressing the program, Uttar Pradesh Chief Minister Yogi Adityanath ji while welcoming the Prime Minister, including the development of Varanasi, described the initiative and gift of the development framework of the country and the state as a gift before Diwali. He said that before the festival of Diwali, not only Uttar Pradesh, but the country has got a huge gift in the field of healthcare in the form of ‘PM Ayushman Bharat Health Infrastructure Mission’.

He said that the country and the world have made the Prime Minister’s record in seven years. He described the efforts of changing India and Shreshtha Bharat to acquaint the country and the world with the nature and efforts to face Corona. He welcomed the initiative of the Prime Minister for the work of free ration, 100 crore vaccinations and described it as a privilege to connect New India with new health infrastructure. The Chief Minister thanked the Prime Minister for the project worth Rs 64 thousand crores. He said that during the Corona period there were 36 districts in Uttar Pradesh where there was no ICU.

There was no covid test. At that time, the help received from PM Care under the direction of the Prime Minister, ICUs were made in 75 districts of Uttar Pradesh. Kovid investigation started from 60 labs. Every day 4 lakh Kovid tests are possible in Uttar Pradesh. He described the prevention of the threat of corona in India and the establishment of an oxygen plant as an achievement. Health infrastructure is like nectar for India and Uttar Pradesh. We will get a chance to further strengthen the health sector. He said that people are aware of the affinity of the Prime Minister towards Kashi and the effort to preserve the heritage. Projects related to Kashi will improve life on a large scale. All projects are important in this.

This will also benefit the people of Eastern Uttar Pradesh, Eastern India and Bihar. He said that the development of Kashi has been established in front of the world horizon. PM Ayushman Bharat Health Infrastructure will prove to be a milestone in strengthening health infrastructure.
