A tender has been released by Bihar Combined Entrance Competitive Examination Board (BCECEB) on its official website. This tender invites the proposals from interested agencies for Providing Computer Based Examination Services for Bihar Combined Entrance Competitive Examination Board (BCECE Board). This points to the direction that BCECEB is planning to conduct the Bihar Combined Entrance Competitive Examination (BCECE) in the online mode soon. The last date to submit the proposals is June 14, 2018, till 2 PM.

Until 2017, BCECE was conducted in offline mode in 2 stages. The first stage was of qualifying nature. The qualified candidates were then to appear for stage 2. But in 2018, only one examination was conducted. Now, will the pattern change after BCECE goes online is not known. As of now, only proposals are invited.

BCECE

As per the proposal, the agency will take charge of all the examination related duties but will be under the guidance of BCECEB. All Pre and Post examination process will be the responsibility of the selected agency. The tender reads: The agency shall be required to conduct the examination as and when directed and required by BCECE Board. Bid Evaluation Committee (BEC) will be responsible for shortlisting of the bidding agencies.

Changes Proposed by BCECEB

The selected agency will perform the following functions like designing and developing the web application / online portal for receiving the online application from candidates and issuing the admit card. Also, they will have the responsibility of Identification and Preparation of examination centers across Bihar State for conducting the computer-based examination. In addition that, preparation of an adequate number of Question paper sets of appropriate standard as per guidelines and requirement of BCECE Board. They will also be in charge of Capturing biometric and photograph of the candidate at examination centers /Aadhaar based biometric authentication. Post Exam Services like preparation/compilation of Result will be also under the functions of the selected agency. In short, the end-to-end examination management activities will be handed over to the selected agency.

But it is not clear that from which year the selected agency will start functioning. This is just the initial stage wherein the proposals are invited. But, in the near future, BCECE exam will be conducted in the online mode.

Changes in exam pattern and other admission related process may come into enforcement after the agency is finalised. But insofar, it seems to take a while. To take admission in various professional courses in different Engineering colleges, Medical colleges, Agriculture colleges under the Government of Bihar candidates have to appear and qualify BCECE. There is no minimum age requirement for admissions. Eligible candidates need to take the BCECE examination. Thereafter qualified candidates are offered seats in various institutes via the counselling rounds, based on their performance in the examination.

The entire tender inviting the proposals from interested agencies is available here. Also, one can check the official website for the same.
